Gloucester Planning Board Recommends 40-Unit Downtown Mixed-Use Project for City Council Approval

Gloucester Planning Board recommends 40-unit mixed-use project at 150 Main Street for City Council approval. The board voted 6-0 Thursday, with one abstention, to recommend the City Council grant a major project special permit to Gloucester Main LLC for a two-building development with 3,500 square feet of ground-floor retail, 35 below-grade parking spaces, and five surface spaces on a long-vacant downtown parcel. Attorney Deborah Ellison of Ellison Law Office represented the applicant; the board's peer reviewer, James Pearson of Weston and Sampson, reported his June 16 review found water, wastewater, and stormwater systems "generally satisfactory" with minor plan revisions remaining.

Planning Director Greg Katamatori read seven conditions into the record covering final utility design, Department of Public Works sign-off, third-party building and fire code review funded by the applicant, and a construction management plan requiring approval from the police chief, fire chief, building commissioner, and DPW director. The board also endorsed, 7-0, an Approval Not Required plan dividing 21 Vine Street into three lots containing pre-1960 structures, represented by Sean Lynch of Seaside Legal Solutions on behalf of owner Jody Lundqvist.
