Gloucester Conservation Commission Approves Three Projects, Continues Dozen at Lengthy February Meeting

GLOUCESTER -- February 19, 2025, Gloucester Conservation Commission approved three notices of intent and ratified an emergency culvert certification at its February 19 meeting while continuing more than a dozen other applications. The commission voted unanimously to approve a septic replacement at 403 Western Avenue, a garage addition at 2 Edgewood Road, and a duplex construction at 5 to 7 Laurel Street, attaching conditions in each case requiring native mitigation plantings and two-year mortality monitoring. A two-family home proposed at 68 Riverview Road drew the sharpest debate, with Member Sargent arguing the applicant had not adequately rebutted presumptions of significance for groundwater or wildlife habitat and had submitted a "conclusory" alternatives analysis, the application was continued to March 5. The long-running Upper Banjo Pond 25-lot cluster subdivision was also pushed to March 5, awaiting third-party sign-off on stormwater and draft HOA language restricting activity within 100 feet of a certified vernal pool. Neighbors on Wolf Hill Road pressed National Grid's environmental consultant for a construction timeline, warning that gas main work must precede a city-funded road paving project already ready to launch this spring; that application was continued to March 5. The commission also voted to close an enforcement order at 4 Stanwood Point after the Permit Extension Act reactivated the underlying permit.
