GLOUCESTER — March 18, 2026 — Gloucester Conservation Commission approves four notices of intent and issues an enforcement order at a Massasoit Road property. At the March 18 meeting, the commission approved projects at Wingersheek Beach (NOI 028-3110), 14 and 16 Lynx Road (NOI 028-3111), 75 Essex Avenue (NOI 028-3115), 95 Eastern Point Boulevard (NOI 028-3112), and 163 Magnolia Avenue (NOI 028-3116), while continuing a raise-and-rebuild proposal at 44 Vine Street to April 1 over questions about an overwater deck and unresolved DEP comments. Attorney Aiden Church of Seaside Legal Solutions requested, and the commission granted, a three-part resolution on two linked Massasoit Road properties: withdrawal of NOI 028-3077 for 37 Massasoit Road, a vote not to issue the certificate of compliance for 35 Massasoit Road, and authorization of a friendly enforcement order — with a restoration plan expected on the May 6 agenda. On a separate enforcement matter at 137 Wingersheek Road, commissioners voted unanimously to levy civil penalties if a previously ordered ramp removal is not completed by the April 1 meeting, after an applicant-promised Wednesday deadline passed without action.
