Gloucester City Council Hears $218 Million Sewer Plant Financing Plan, Confirms New Board Member

GLOUCESTER -- April 14, 2026, Gloucester City Council gets first look at $218 million wastewater plant financing as debt service projected to peak at $10 million annually by 2031. CFO Connor McCorkle told the council Tuesday that the project, the single most expensive in city history, is not optional, mandated under state and federal environmental law, and will represent 45 percent of the city's total authorized debt of approximately $462 million. Financing will run through the Massachusetts Clean Water Trust at a 2 percent interest rate, a half-point reduction tied to the city's MBTA Communities Act compliance, with principal forgiveness estimated at roughly 3.3 percent of the $206 million loan order but not guaranteed. McCorkle presented a policy choice on whether to shift a share of debt service from sewer ratepayers to the broader property tax levy, showing that a 100 percent debt shift would save a median-value household $223 per year at peak compared to a sewer-rate-only approach. Ward 5 Councilor Sean Nolan, whose ward is roughly 90 percent on septic, asked McCorkle to provide pump-out cost data before the full budget presentation scheduled for May 5.
